From: DCMA FOIA
Mr. Lawrence ,
The DCMA FOIA Office acknowledges receipt of your Freedom of Information Act (FOIA) request. For tracking purposes, your request number is 17-163, please refer to this number when inquiring about this request.
The minimum requirements of a FOIA request include: a request in writing, detailed description of the records being sought, a statement regarding willingness to pay all fees or those up to a specified amount, and requester contact information. Please provide a detailed description of the records being sought to include what is the record; what are the specific dates of the record; and specific names of agency employees, as we have to have as much specificity as possible in order to facilitate a reasonable search and so that a knowledgeable official of the agency can conduct a search with reasonable effort. "Any and all records" is not considered a reasonable search criteria.
Be advised that DCMA's mission is to administer contracts assigned to this agency by various DoD services in accordance with the Federal Acquisition Regulation (FAR), part 42. This administrative responsibility does not allow release authority for DoD contracts that are not funded by DCMA or documents that are not created by DCMA. There is no "all encompassing" agency that maintains all DoD contracts. Please direct requests related to the Military Services, Combatant Commands, or other Defense Agencies to the appropriate organization/component that maintains the record(s) of interest (see access http://www.dod.mil/pubs/foi/ for further guidance). If you believe that DCMA funded a contract for requested documents please provide more detail about the records being sought (contract number(s) and dates of document(s)) to narrow the scope and to facilitate a proper search. You may also research Reading Rooms or search on-line. DCMA's Reading Room can be accessed via the following link, http://www.dcma.mil/HQ/FOIA1/library/. DCMA is not obligated to create, compile, or obtain a record to satisfy a FOIA request, the FOIA is not a research service.
A review will be completed upon receipt of the information requested and you will be notified as to the status of your perfected request. If we do not receive a response within 5 business days or June 27, 2017, we will consider this request closed as an unperfected FOIA request. If you are no longer interested in the processing of this request you need do nothing in response to this request.
If you have any questions please contact the FOIA Officer at DCMA.FOIA@dcma.mil.
If you have any concerns about your request that have not been addressed by the DCMA FOIA Officer, you may contact the DCMA FOIA Public Liaison, Mr. Bruce Cole, for assistance. From:
Mr Lawrence:
I am the new FOIA Analyst for the Defense Contract Management Agency (DCMA). This correspondence is in regards to your Freedom of Information Act (FOIA) request, 17-163.
Since some time has passed since you first initiated request in June 2017, I would like to ask if you are still interested in the documents requested. Furthermore, lacking any other alternative, in order to substantively respond to your request, the DCMA FOIA Office would need to again undertake a significant review process for records and potential additional records pertaining to DCMA FOIA 17-163. Upon review of your request, if you still show interest, I will need to ask for further clarification of your request.
The minimum requirements of a FOIA request include: a request in writing, detailed description of the records being sought so that a knowledgeable official of the agency can conduct a search with reasonable effort, a statement regarding willingness to pay all fees or those up to a specified amount, and requester contact information.
The Freedom of Information Act (FOIA), 5 U.S.C. § 552, makes almost every record possessed by a federal agency disclosable to the public unless it is specifically exempted from disclosure or excluded from the Act's coverage.
If you lack further interest in this request, and to support the most efficient processing of all outstanding FOIA requests, then DCMA is respectfully requesting that you withdraw your request at this time should you no longer be in need of the requested records.
If DCMA does not receive a substantive response from you, by September 24, 2018, as to whether or not you desire to continue with the processing of this request, DCMA will administratively close your FOIA request and no further action will be taken to process that request. Please understand that DCMA will need to continue a detailed review of the amount of records to determine responsiveness and releasability if you are still interested in this request.
Thank you in advance for your understanding, cooperation and assistance. Should you have any questions or concerns, please contact the DCMA FOIA office directly at DCMA.FOIA@dcma.mil. Please refer to DCMA FOIA Control Number 17-163 when inquiring about your request.
Sincerely,
