This is a follow-up request for Case Number F-2013-01630. My original request asked for "the ACP-127 / ACP-126 telegram headers excluding the cable content / body" for diplomatic cables from January 1, 1996 through December 31, 1996, satisfying the following two conditions:
- Only cables from STATE to any or all posts. This translates into cables with a message reference number (MRN) from 96STATE1 or 1996STATE1 to at least 96STATE262749 or 1996STATE262749.
- Only cables with a classification of "UNCLASSIFIED" or "UNCLASSIFIED//FOR OFFICIAL USE ONLY"
The state response was to ask me 1) to narrow the scope of our request and to define what I mean by "telegram headers", and 2) to provide information specified for a fee waiver.
1.) By “telegram headers” I refer to the "ACP-127 FORMAT LINES 1 to 10" as defined in the "U.S. Department of State Foreign Affairs Manual Volume 5 Handbook 2 Telecommunications Handbook 5 FAH-2 H-320". This would also apply to similar format lines from older versions of the ACP-127 or ACP-126 standard. I quote from http://www.state.gov/documents/organization/89289.pdf :
"The header refers to ACP-127 format lines (FLs) 1-10 that contain transmission codes necessary to transmit the message from an originating telecommunications facility to a receiving facility."
My request would not include any content of cables and with that no classified information. Additionally I only request information from unclassified cables.
I would like to confirm the time scope of my request from January 1, 1996 through December 31, 1996.
If the scope of this request is not acceptable I would like to ask for the specific reasons why the data would be withhold.
2) I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I further specifically ask under the Freedom of Information Act to be provided with copies of all records indicating the method used -- including but not limited to scripts, commands, batch files, programs and queries -- to produce the copies of the information requested in this letter.
I further request any outputs and logs prepared during the process of running these scripts/commands/programs and queries, or prepared to check that the copies are complete and accurate in all particulars.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

The Department currently has a backlog of approximately 10,600 cases. It is taking significant steps to improve its responsiveness to the public and has undertaken a Freedom of Information Act (FOIA) surge project to reduce the backlog in the coming months. In order to further the core FOIA goals of transparency and accountability, the State Department is committing more resources and personnel to clear the backlog of requests, while still maintaining the highest standards of quality.
As a result, there is presently a delay in the completion of FOIA and Privacy Act requests.
