Dear Ms. Jeffries:

This is an interim response to your attached electronic Freedom of Information Act (FOIA) request, dated March 3, 2015. Your request was received in this office on March 3, 2015, and assigned FOIA case number 15-F-0825. We ask that you use that number when referring to your request.

After careful review, we are currently processing your request to search for responsive records for @deptofdefense and @darpa Twitter accounts.

However, please be aware that this FOIA office only processes requests for the OSD/JS. There is not a central FOIA processing point for the entire Department of Defense (DoD) records management, but is, instead, delegated to those officials of the military services, various DoD components, and federal agencies that generate and/or maintain the records being sought. FOIA requests involving the search of offices outside of OSD/JS should be directed to the appropriate FOIA office.

The military services, CENTCOM and DOD IG, operate their own FOIA offices, would have cognizance over the information you have requested regarding their Twitter accounts. You may find links to non-OSD/JS DoD FOIA requester services on our website at: http://www.dod.mil/pubs/foi/. If you wish to receive records from them, you must submit FOIA requests to those individual offices.

At this time, we are unable to make a release determination on your request within the 20-day statutory time period as there are unusual circumstances which impact our ability to quickly process your request. These unusual circumstances are: (a) the need to search for and collect records from several offices geographically separated from this Office and (b) the need to consult with one or more agencies or DoD components having a substantial interest in either the determination or the subject matter of the records. For these reasons, your request has been placed in our complex processing queue and it will be worked in the order the request was received. As a matter of information, our current administrative workload is approximately 1,752 open requests. I apologize for the anticipated delay in responding to your request; your continued patience is appreciated.

If you are not satisfied with this action, you may petition the Appellate Authority, the Director of Administration, Office of the Secretary of Defense, by writing directly to the OSD/Joint Staff Freedom of information, ATTN: Appeals Office, 1155 Defense Pentagon, Washington, D.C. 20301-1155; you may also submit your appeal electronically at the following link: http://pal.whs.mil/palMain.aspx. Your appeal should be postmarked within 60 calendar days of the date of this mail, should cite case number 15-F-0825, and should be clearly marked "Freedom of Information Act Appeal."

Thank you.

Adrienne M. Santos,
Government Information Specialist

M.L. Wahling, Acting Chief,

Hi Adrienne,

Thank you for your help on this.

To clarify, I'm looking for the text of all Direct Messages sent and received by the Twitter accounts @deptofdefense and @DARPA between 2012 and present.

A Direct Message is a private message sent through Twitter. It is defined further here: https//support.twitter.com/groups/50-welcome-to-twitter/topics/204-the-basics/articles/14606-about-direct-messages#

Like email, all sent and received Direct Messages are preserved in an inbox associated with the Twitter account. To put it another way, I am asking for the contents of that inbox.

Let me know if this clarifies.

Thank you,
Adrianne
