This is an appeal of the final decision adjudicating this FOIA request. The FOIA office failed to conduct a complete search by limiting its search to the Office of the Executive Secretariat (ECT) and U.S. Custom and Border Protection (CBP). The request was for any correspondence sent from the DHS or any of its components to Donald Trump et al regarding a donation check. Limiting the search to the ECT and CBP means the agency failed to search for such correspondence elsewhere.

Further neither office the agency chose to limit its search to was likely to have such correspondence regarding a donation check from Trump. Choosing to only search in two sub-agencies that don't handle such correspondence unlawfully limited the agency's response to this request.
