This is a request under the Freedom of Information Act. I hereby request the following records:

any and all records that reflect, refer to, or constitute referrals, investigations, or complaints pertaining to the Troy Police Department of the city of Troy, New York, since the calendar year 2000.

Dear Mr. Luke:

This is in response to your request under the Freedom of Information Act (FOIA), dated May 22, 2017, for access to records maintained by the Community Relations Service (CRS). Your request was received by CRS on May 23, 2017. As a summary, you requested "any and all records that reflect, refer to, or constitute referrals, investigations, or complaints pertaining to the Troy Police Department of the city of Troy, New York, since the calendar year 2000." CRS has assigned the request tracking number DOJ-CRS-FY17-00022. Please refer to this number in any correspondence pertaining to this matter.

Under the FOIA, CRS must make available requested information to the greatest extent possible to you. There are exemptions under the FOIA, which allow the government to withhold information that otherwise would be responsive to a FOIA request. 5 U.S.C. §552(b).

We are releasing 104 pages of documents responsive to your request with some redactions to the documents pursuant to Exemption 6 of the FOIA. Exemption 6 relates to information about individuals in "personnel and medical files and similar files" where the disclosure of such information would "constitute an unwarranted invasion of personal privacy." 5 U.S.C. § 552 (b)(6). We are also withholding 8 pages of documents pursuant to Exemption 5 of the FOIA. Exemption 5 relates to "inter-agency or intra-agency memorandums or letters which would not be available by law to a party other than an agency in litigation with the agency." 5 U.S.C. (b)(5).

There are no fees associated with the processing of your FOIA request.
