This is a request under the Freedom of Information Act. I hereby request the following records:
All travel expense records for Gregory J. Gould, Director of the Office of Natural Resources Revenue, between June 2010 and October 2013. This includes any copies of receipts or public credit card statements filed as part of the report, with sensitive data removed.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

This is to acknowledge receipt of your FOIA request dated April 11, 2014,
received in our office on April 14, 2014. This request is assigned FOIA
No. ONRR 2014-017. You have requested *"all travel expense records for
Gregory J. Gould, Director of the Office of Natural Resources Revenue,
between June 2010 and October 2013. This includes any copies of receipts
or public credit card statements filed as part of the report, with
sensitive data removed."*
According to Department of Interior (DOI) FOIA Regulation 43 C.F.R. § 2.15
(2013), this request has been placed in the complex portion of ONRR's
multi-track processing system. The bureau considers factors such as the
number of pages involved in processing the request, need for consultation
and their order of receipt within their processing track. Processing in
each of the portions of the multi-track system is in a first-in, first-out
basis; there are 12 complex/voluminous FOIA requests in front of this
request. You have the option to limit the scope of your request to qualify
for faster processing in one of our faster tracks; if you decide to do so,
please contact me to discuss other processing options.
You requested possible waiver of fees and stated that you believe this
request is in the public interest and the information will be processed by
a representative of the news media. According to DOI FOIA Regulation 43
C.F.R. §2.48 (2013), in deciding whether your fee waiver request meets the
waiver requirements of §2.45 the bureau will review your fee waiver
request. Please expand on the justification for the fee waiver as
described below.
(1) How will the subject of the records concern the operations or
activities of the Federal government.
(2) How disclosure is likely to contribute to public understanding of those
operations or activities, including:
(i) How the contents of the records are meaningfully informative;
(ii) The logical connection between the content of the records and the
operations or activities;
(iii) How disclosure will contribute to the understanding of a reasonably
broad audience of persons interested in the subject, as opposed to your
individual understanding;
(iv) Your identity, vocation, qualifications, and expertise regarding the
requested information and information that explains how you plan to
disclose the information in a manner that will be informative to the
understanding of a reasonably broad audience of persons interested in the
subject, as opposed to your individual understanding
(v) Your ability and intent to disseminate the information to a reasonably
broad audience of persons interested in the subject (for example, how and
to whom do you intend to disseminate the information).
(3) How disclosure is likely to significantly contribute to the
understanding of a reasonably broad audience of persons interested in the
subject, as opposed to your individual understanding, including:
(i) Whether the information being requested is new;
(ii) Whether the information would confirm or clarify data that has been
released previously;
(iii) How disclosure will increase the level of public understanding of the
operations or activities of the Department or a bureau that existed prior
to disclosure; and
(iv) Whether the information is already publicly available. If the
Government previously has published the information you are seeking or it
is routinely available to the public in a library, reading room, through
the Internet, or as part of the administrative record for a particular
issue, it is less likely that there will be a significant contribution from
release.
(4) How the public's understanding of the subject in question will be
enhanced to a significant extent by the disclosure.
