To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

I would like to collect any information ICE has in the form of memorandums, emails, official documentation or meeting notes about the detainment of transgender asylum seekers, and processes & procedures to handle transgender individuals crossing the border. I am making this request on behalf of the transgender community in the wake of the beating death of Roxsana Hernández Rodriguez (see attached article for reference). We would like to better understand the methodology enforcement officers are expected to follow when detaining transgender individuals.

Please enclose any and all documentation related to this request between the dates of Jan 20, 2016 up to the date of this request.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Emily Crose
