This is a request under the Freedom of Information Act. I hereby request the following records:

Any and all training manuals, slide presentations, and training modules pertaining to telecom cooperation and participation with the Drug Enforcement Agency in the New York/New Jersey High Intensity Drug Trafficking Area program.

This request is based, in part, on revelations last September regarding the Northwest High Intensity Drug Trafficking Area program's Hemisphere Program: http://s3.documentcloud.org/documents/782287/database.pdf.

This request is for any and all pertinent records between 1 January 2012 up to and including 31 January 2014.

Records analysts should use the following keywords: “Verizon”, “Verizon Wireless”, “AT&T”, “Sprint”, “T-Mobile”, “administrative subpoena”, “Hemisphere”, “IMSI”, “IMEI”, “call detail records”, “CDRs”, "New York State Intelligence Center," "Upstate New York Regional Intelligence Center."

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

I am requesting an estimated date of completion for FOIA case number #14-00240-F.

When requesting an estimated date of completion 5 U.S.C. § 552(a)(7) states, in pertinent part, “Each agency shall … provide[ ] information about the status of a request to the person making the request … , including … an estimated date on which the agency will complete action on the request.”

Pursuant to this statute, I hereby formally request that the DEA provide me with a written estimated date on which the agency will complete action on this FOIA request(s). A mere statement of the request’s place in your queue will not satisfy this status request. Similarly, a statement that the agency has a significant backlog of requests and cannot provide an estimated date of completion will not satisfy this status request. Only “an estimated date on which the agency will complete action on the request” will satisfy this status request and the agency’s statutory responsibility.
