All existing copies of Other Transaction Authority (OTA) proposals and contracts pertaining to the following System of Systems Security consortium (SOSSEC) companies: Booz Allen Hamilton; CACI; Zeus Direct, LLC; The SI Organization, Inc.; Strategic Resources, Inc.; Phoenix Engineering, Inc.; Implant Sciences Corporation; ECSI, International; Energy Research Company; DHPC Technologies; Abacus Technology Corporation; Araxid, Inc.; Alfalight, Inc.; Accenture; A-T Solutions; from January 1 2004 - August 29 2013.

I have received your FOIA request and find it to be a very broad request for contracts with 15 different companies in a 9 year timeframe. I respectfully request that you narrow the scope of your request. I need to know what Army organization you are inquiring about that may have contracts with these companies. Also, it would be helpful if you could provide information on any particular contracts you have in mind for specific work that they may have done for a particular Army Contracting Command organization. Contract numbers are the easiest way for me to search our databases.

Without specifying the information you seek I am unable to conduct a proper search for responsive records.

Please be advised that the Army Contracting Command (ACC) is not a repository for all contracts entered into by the Department of Defense or even the Department of the Army. The ACC serves as the oversight activity for the Contracting Centers that fall under the Command's authority. FOIA requests that are received by the ACC FOIA Office will be reviewed to determine if an ACC Contracting Center is responsible for administration of the contract identified in FOIA request. If so, the request will be forwarded to the appropriate Center's FOIA office for resolution. If an ACC contracting center is not responsible for contract in question, the requestor will be referred to the appropriate entity if that entity can be ascertained from the information provided in FOIA request.

My request should focus on both contracts and Other Transaction Authority (OTA) agreements issued by US ACC New Jersey in Picatinny, NJ. from January 1 2004 up to and including August 29 2013. For your convenience, I have narrowed my request for OTA agreements and contracts pertaining to six SOSSEC member companies: Booz Allen Hamilton; CACI; Zeus Direct, LLC; The SI Organization, Inc.; Alfalight, Inc.; and Araxid, Inc.

As US ACC New Jersey is the issuing agency for all System of Systems Security (SOSSEC) OTA agreements and contracts, as stipulated in this 2012 contract: http://sossecconsortium.com/pdf/W15QKN-12-9-1006.pdf, I believe that this agency should be the focus of this records request.

Analysts should use the following keywords to narrow their search: "SOSSEC", "System of Systems Security", "counterintelligence", "counterterrorism", "Delaware Valley Intelligence Center", "DVIC", "suspicious activity reports", "strategic intelligence", and "competitive intelligence", and "Rutgers University Center for Information, Integration and Connectivity."
