This is a request under the Freedom of Information Act. I hereby request the following records:

Results of the Survey of Cabin Inspectors cited in the PED report released on October 31, 2013 (p.29)

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

I would like to request a reconsideration of my fee waiver denial as well as my classification as an "all other" requester. I am a journalist both for MuckRock as well as a number of print and online media outlets, including the Boston Globe, VICE/Motherboard and DigBoston. My work on drones/UAVs and other matters related to the FAA have been widely cited.

As it relates to my request for a fee waiver, these documents relate to a subject of intense public interest at the moment. People have been asking for the FAA to reconsider its PED rules for years, and they have reacted strongly to the FAA's proposals. Knowing the results of these cabin inspector surveys will help provide greater context to the practical usage of PEDs on planes and perceived obstacles to effective regulation. Furthermore, these documents will be posted online in full on MuckRock.com for the public to access free of charge.

The Federal Aviation Administration mailed you a response letter on June 25, 2014 referencing your fee waiver for FOIA 2014-0727. In the letter it states that you qualify as an "All Other" category for this request and that your fee waiver has been denied.

Good Afternoon Mr. Musgrave,

This message is in reference to your FOIA Request 2014-0727 requesting records of "Results of the Survey of Cabin Inspectors cited in the PED report released on October 31, 2013. I apologize for the delay in replying to your FOIA request. Our office has been undermanned on staffing and we have a large backlog of FOIA cases that we are processing as quickly as possible. I am in the process of doing research to address your request. When your final response is ready, I will send you an e-mail.

An additional 45 days (weekday) extension from July 14, 2014 is requested to complete your FOIA request. A new due date of August 21, 2014 is requested to complete your FOIA case.

Please reply back and acknowledge extension.
