To Whom It May Concern:
This is a request under the Freedom of Information Act. I hereby request the following records:
Omar Mahmoud Suleiman (Arabic: عمر محمود سليمان, Egyptian Arabic pronunciation: [ˈʕomɑɾ seleˈmæːn]; 2 July 1936 – 19 July 2012) was an Egyptian army general, politician, diplomat, and intelligence officer. Page 779 of the FBI RIDS dead list acknowledges that his file exists. https://ia800204.us.archive.org/1/items/FBIRIDsDeadList2015/FBI%20RIDs%20Dead%20List%202015_text.pdf
Proof of death is not required, as his death has been widely reported and is confirmed by the RIDS Dead List.
Please conduct a search of the Central Records System, including but not limited to the Electronic Surveillance (ELSUR) Indices, the Microphone Surveillance (MISUR) Indices, the Physical Surveillance (FISUR) Indices, and the Technical Surveillance (TESUR) Indices, for both main-file records and cross-reference records.
I am making this request as a member of the news media, and request classification as such. I have previously written on intelligence agencies such as CIA and FBI. http://andmagazine.com/us/1431865273.html
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
Sincerely,
Michael Best

A no responsive documents response.
From: Michael Best
I am appealing the integrity of the search. I provided the exact page number that confirmed the existence of the file in the RID's Dead List, which is more than enough to help the Bureau locate the records. The records were too recently generated to have been legally destroyed as per my understanding of the the record retention schedule, so they should still exist as evidenced by the index I cited.
