To Whom It May Concern:

You are receiving this correspondence as a request under the Freedom of Information Act, 5 U.S.C. subsection 552. I am requesting the following:

All bureau files, field office memoranda, and other associated documents on the Woodstock Music and Art Fair, its organizer Woodstock Ventures, Inc. (aka Woodstock Ventores, Inc. and Woodstock Ventores, Incorporated), and Aquarian Exposition. The Woodstock Music and Art Fair occurred between August 15, 1969, and August 18, 1969, in Bethel, New York. Please include these dates in your search and extend the scope of this request to run from January 1, 1969, to December 31, 1971.

The Federal Bureau of Investigation (FBI) has produced documents about Woodstock in their files on other parties of interest. As an example, I have attached memoranda dated September 5, 1969, taken from an FBI file on rock group The Grateful Dead. The memoranda identify that an individual connected to Woodstock or who had attended Woodstock voluntarily furnished the FBI with information in the form of a report on the festival and Woodstock Ventures, Inc. The first attached page also identifies that the report was forwarded along with an attached letterhead memorandum (listed in the document as "LHM"). Per the documents, this information was unclassified effective October 7, 1982; therefore, there should be no risk of embarrassment to the FBI or the informant, nor should there exist any any potential security risks in releasing it. As such, I am requesting a copy of this report, the letterhead memorandum, and any other information the FBI may have on Woodstock and associated business entities.

I am asking you to waive any fees associated with this request. There is an immense public interest in learning more about Woodstock as it was an important moment in the cultural history of the United States, solidifying the 1960s counterculture as an ascendant political and cultural force. If the FBI has information on Woodstock, it should be made public. This request is not being made for commercial purposes. All documents will be provided to the general public without charge.

Additionally, I am a member of the news media, with bylines including CovertAction Magazine, Philly Voice, and Atlas Obscura. Please take note of the Office of Management and Budget guidelines published March 27, 1987 (52 FR 10012) that include electronic publications and other nontraditional publishers as representatives of the news media.

In the event that there are fees, I am willing to pay up to $100. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Please conduct a search of the Central Records System, including but not limited to the Electronic Surveillance (ELSUR) Indices, the Microphone Surveillance (MISUR) Indices, the Physical Surveillance (FISUR) Indices, and the Technical Surveillance (TESUR) Indices, for both main-file records and cross-reference records.

I look forward to your response within 20 working days, as the statute requires. If access to the records I am requesting will take longer, please contact me with information about when I might expect copies or the ability to inspect the requested records.

If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law.

Sincerely,

Robert Skvarla, Jr.
