I am writing in response to your Freedom of Information Act request of June
11, 2018, for records in the custody of the National Archives and Records
Administration. Your request was received in this office on June 12 and
assigned FOIA case number RD 57472.

You requested access to case file number 77-HQ-138223, identified by the
FBI as potentially responsive to your request for records relating to
Stephen Reinhardt. My initial assessment confirms that Stephen Reinhardt is
in fact the subject of this file. The file is arranged in three sections,
with two EBFs (Enclosures Behind File) for serials 44 and 75.

We reviewed EBF 75, which consists of approximately 300 pages of Senate
Committee on the Judiciary deposition transcripts of Joseph Hauser and SA
William Fleming, from June-July 1980, and released the EBF in full. You or
your representative may now view EBF 75 at the National Archives facility
in College Park, Maryland. Please contact Jessica Hartman at least one week
in advance of your visit at specialaccess_foia@nara.gov to arrange to see
the records. If you cannot visit our College Park facility, you may order a
reproduction copy at the cost of $.80 per page. Please contact Ms. Hartman
to place an order.

77-HQ-138223 Sections 1-3 and EBF 44 consist of approximately 500 pages,
compiled as part of an internal security investigation conducted between
June 1979 and October 1980. These portions of the file require further
screening for categories of information exempted from disclosure under the
terms of the Freedom of Information Act, prior to public release. In
particular, there are documents that may be redacted to protect the
identities of confidential sources, including FBI informant codes and
informant file numbers.

Requests for FBI case files that do not exceed 500 pages are assigned to
our first-tier processing queue. Taking into consideration our existing
backlog, the estimated time required to complete the processing of your
request is approximately 24 months from the date of this letter.

After further consultation, we determined that EBF 75, which consists of

To give you an indication of our existing backlog for cases in Tier 1,
there are approximately 255 cases ahead of yours. Unfortunately, the
COVID-19 pandemic has created many unprecedented challenges in our work.
The majority of the records that our customers request require our staff to
be on-site to search for and review microfilm, microfiche, or original
textual records. Staffing levels on-site have been severely limited with
long periods where our facility was closed. Even as we expand our
reopening, operations may be temporarily curtailed due to limited staffing
and/or deteriorating local health conditions.
