This is a request under the Freedom of Information Act. I hereby request the following records:

I am requesting a complete copy of the airman certification records—including aeromedical and disapproval applications—of a deceased individual Stephen Craig Paddock ( Born: 09 April 1953 | Deceased: 01 October 2017 | Paddock's death was widely reported in the press, for example: https://www.cbsnews.com/news/coroner-says-las-vegas-gunman-stephen-paddock-killed-himself/ ). Furthermore, the following items are also requested: Flight records and logs for private, business, and government aircraft, including helicopters, affiliated with Paddock; the sale history of aircraft, including helicopters, affiliated with Paddock; and, if extant, any documents regarding accidents, incidents, and enforcement actions, as stipulated in FAA's FOIA compliance rules, FAA Order 1270.1. Public records show that Paddock owned a plane, registered once in 02 June 2006, and again in 25 May 2007, at a minimum, with the "N" number N5343M. The plane was a 2004 CIRRUS DESIGN CORP SR20, Fixed-wing, single-engine, with four seats: https://flightaware.com/resources/registration/N5343M

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Mr. Phelan,

We are in receipt of your Freedom of Information Act request for records on Stephen Craig Paddock. In order to release the files, we must have a signed statement from the airman authorizing release of the information to you or we will accept an order from a court with competent jurisdiction. It cannot be a subpoena duces tecum. The court order must be signed and dated by the Judge.

If the airman is deceased you must provide proof of death which may be in the form of a death certificate, coroner's final report with seal and signature, a legal autopsy report or other legal documents confirming the individual's death.

You can fax the documents to my attention at our office number, 405-954-4105, or you can have the appropriate documentation scanned in and emailed back to this email address. If you require further assistance, please contact the Airmen Certification Branch at 405-954-3261 or toll free 1-866-878-2498.

If you cannot provide one of the requirements for release by March 22, we can send you a letter verifying the airman's certificates and ratings. The letter will close out this FOIA request, but will give you instructions on how to submit a new request once the release is provided. Please respond in writing, by March 22, instructing me how you wish to proceed.

Dear Tammie Silk:

Attached please find the 05 February 2018 legal autopsy report filed by Dr. Lisa Gavin of the Clark County Coroner's Office in Las Vegas regarding the death of Stephen Craig Paddock.

As stated in your 06 March 2018 correspondence, “if the airman is deceased you must provide proof of death which may be in the form of a death certificate, coroner's final report with seal and signature, a legal autopsy report or other legal documents confirming the individual's death.” I hope this report meets that criteria but I will call your office tomorrow to double check.
