This is a request for a Mandatory Declassification Review ("MDR") per Section 3.5 of Executive Order ("E.O.") 13526, "Classified National Security Information," 75 FR 707 (January 5, 2010); and is submitted to the United States Department of State ("DoS"). I hereby request the following records:

1) All documents, reports, data, meta-data, and imagery related to the DoS designation of Kata’ib Hizballah ("KH") as a Foreign Terrorist Organization ("FTO") under Section 219 of the Immigration and Nationality Act, as amended ("INA"); and pursuant to E.O. 13224, "Blocking Property and Prohibiting Transactions with Persons Who Commit, Threaten to Commit, or Support Terrorism," 66 FR 49079 (September 25, 2001), respectively, on June 24, 2009.

2) Note: The press release regarding the designations is available on the DoS web-site at: http://www.state.gov/r/pa/prs/ps/2009/july/125582.htm

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
