From: J.K. Trotter

To Whom It May Concern:

At the request of the State Department’s FOIA Status office, I am resubmitting the following FOIA request, which was originally submitted on September 29, 2015. I ask that you assign this new request a tracking number as soon as possible so that I may follow-up on the status of the request in the future. The original request was apparently NOT assigned a tracking number, which has caused significant problems with the State Department’s FOIA Status office.

* * *

This is a request under the Freedom of Information Act. I hereby request the following records:

Copies of all documents—including any minutes, memoranda, calendar entries, and emails—related to a June 2015 meeting (or “summit”) between State Department officials and several private individuals and companies in in Rancho Mirage, California, to discuss methods to combat propaganda related to ISIS, or the Islamic State. The State Department recently confirmed the existence of the meeting to The Daily Beast:

http://www.thedailybeast.com/articles/2015/09/28/u-s-turns-to-zero-dark-thirty-writer-for-anti-isis-propaganda.html

The aforementioned private companies include HBO and Snapchat, and the aforementioned private individuals include the film director Mark Boal. Please target these entities in your search for responsive records.

Thank you, and sincerely,

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

J.K. Trotter

Please provide a case number.

If you have not received a case number for something you claim you submitted electronically, please inform this office and provide the mailing address you wish the information to be mailed to.

If there is a problem getting the case numbers mailed to your organization we need to ascertain what is causing the problem.

Hello,

Thank you for the email message regarding my FOIA Request, #DF-2015-16990, which you stated is closed.

However, in the letter I received in September 2016, the Department of State wrote, "A decision on the remaining document requires intra-agency or interagency coordination: it has been referred to another government office to assist us in making a final determination."

I have still not received any notice on the status of the remaining document that was responsive to my request. As such, it cannot be the case that my case is closed.

Please inform me of the status of the responsive document, and if it allowable, provide me a copy of it.

Thank you very much,
J.K. Trotter

Dear J.K. Trotter,

Attached is the letter mailed out on September 28, 2016. Your case is now closed. If you wish to obtain records from the U.S. Department of State you will need to submit a new request. When you do a new case number will be generated.

To file a FOIA request, you must either submit such a request electronically at the Department of State's FOIA website at: www.foia.state.gov<http://www.foia.state.gov>, fax the request to the Requester Communication Branch at: 202 261-8579, or mail the request to: U.S. Department of State, Office of Information Programs and Services, (A/GIS/IPS/RL/RC), 515 22nd Street, N.W., Suite 8100, Washington, D.C. 20522. Please be sure to include a current mailing address in your new request.

Please reference the old case number in your new request in case the team reviewing the material needs to access information from the old case file. Before you submit a new request please read the instructions and pay particular attention to the "Checklist for Personal Records" and the "Certification of Identity".

Hi,

Thank you for sending me the letter dated September 28, 2016. That letter refers to four pages of materials that were responsive to my request and which were supposed to be enclosed with the letter.

I never received those four pages, and if you look at the copy of the letter you sent me, the four pages are not included in the PDF, either.

I politely ask that you resend the four pages containing responsive, releasable records to this email account.

Please let me know if you need any other information.

Sincerely,
J.K. Trotter
