Pursuant to the Freedom of Information Act, I hereby request the following records:

The total number of State Department telegrams sent annually since 2000 till 2019, together with a breakdown of the telegrams sent

- by year, from 2000 to 2018,
- by original classification (Confidential, Confidential//NOFORN, Secret, Secret//NOFORN, Unclassified, etc.), and
- by Embassy, Department

I further specifically ask under the Freedom of Information Act to be provided with copies of all records indicating the method used -- including but not limited to scripts, commands, batch files, programs and queries -- to produce the copies of the information requested in this letter.

I further request any outputs and logs prepared during the process of running these scripts/commands/programs and queries, or prepared to check that the copies are complete and accurate in all particulars.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

This is in response to FOIA F-2019-03125.

Your office has before given a breakdown of the total amount of cables in specific time periods, namely for FOIA F-2013-10855. As can also be seen here: https://www.muckrock.com/foi/united-states-of-america-10/total-number-of-state-department-cables-2nd-request-6037/

In fact, i'd argue that you're arguing i'm not requesting information for no information can be created, if this information is already there and you have it readily available, put it online at the state department website so we can all see this? Saves us all a lot of valuable FOIA processing time.

Also, I mention that a breakdown should be created with the telegrams sent per classification level. Meaning, documents and data needs to be created!

Last but not least, I explicitly mention the creation of methods on how this FOIA request is handled: I further specifically ask under the Freedom of Information Act to be provided with copies of all records indicating the method used -- including but not limited to scripts, commands, batch files, programs and queries -- to produce the copies of the information requested in this letter.
