Pursuant to the Freedom of Information Act, I hereby request the following records:
The current operating manual(s) and training materials for the STARS (Standard Terminal Automation Replacement System) consoles provided to air traffic controllers at positions in TRACON and tower facilities throughout the NAS. I am particularly interested in operating manuals for the software portions of the STARS consoles, including any reference handbooks that would be used by air traffic controllers in the normal course of operation at TRACON and tower facilities. I do not need documentation regarding hardware or hardware servicing.
If these manuals and handbooks contain FOIA-exempt information that relates to national security, I would like to request redacted forms of the same.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Thanks Judy! It looks like this got triaged correctly -- there is no one specific Air Traffic facility that relates to this request, as the STARS system is used throughout the NAS. Nevertheless, please let me know if you need any other info.

Mr. Mooney,
The records you seek were created by Raytheon. Given their equities in these records, we are required to contact Raytheon, in accordance with 49 CFR ยง 7.29, to see if they had any objections in their release. We contacted Raytheon last week and while the FAA is responsible for making the disclosure determination on these records we will not do so until after Raytheon replies to our inquiry. Raytheon was asked to respond to us by November 26. We estimate that it will take approximately two weeks after that to complete the processing of your request. So, would you be agreeable to a due date extension of December 10? Please accept our apologies for the delay.
