Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

All files relating to the development of the space technology program in Yugoslavia in the period from 1949 to 1990.

FOIA case law establishes the extent to which agencies MUST search all records systems reasonably believed to contain responsive documents, even if it means contacting former employees. The Justice Department's May 2004 FOIA guide states that an agency "cannot limit its search to only one record system if there are others that are likely to turn up the information requested."

The requested documents will be made available to the general public, and this request is not being made for commercial purposes. The files will also be used for news reporting and analysis purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Filip Kovacevic

Dear Mr. Lavergne,

thank you for your response. As per the suggestion in your recent letter, I would like to modify my request regarding the question of the space development technology in Yugoslavia from 1949 to 1990.

I would like to request any information regarding the cooperation between the U.S. and Yugoslavia on any issues dealing with the space programs, especially as it concerns the early manned spaceflights. The recent docudrama "Houston, We Have a Problem" by a Slovenian director Ziga Virc makes a claim that Yugoslavia helped the U.S. send a manned flight to the moon and alleges that the information comes from the CIA. (http://www.balkaninsight.com/en/article/hidden-yugoslav-technology-put-america-in-space) Do you have any documents that can confirm this claim?

Sincerely,
Filip Kovacevic
