Materials describing the general location and purpose of Special Operations Command facilities within the United States.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

We received your Freedom of Information Act (FOIA) request submitted to the U.S. Special Operations Command (USSOCOM) and have assigned it USSOCOM FOIA 2016-103. Please refer to this number should you have any questions concerning your request.

I am appealing the closure of this request. As I stated previously (https://www.muckrock.com/foi/united-states-of-america-10/socom-loc-24414/#comm-257424) no fee request was ever sent or received. This is documented on https://www.muckrock.com/foi/united-states-of-america-10/socom-loc-24414/ On 06/15/2016, I requested that it be resent so I could agree to it, but it was not sent.

As not notice was sent or received (again, as documented on https://www.muckrock.com/foi/united-states-of-america-10/socom-loc-24414/) no time limit attached.

Sir,

We received your appeal request/packet. Within the packet it states that
you are appealing the closure of the request (USSOCOM FOIA 2016-103) due to
the fact that no fee request was ever sent or received. Per the initial
acknowledgement letter and email to the MUCKROCK account, dated March 15,
2016, I requested that you submit a fee agreement in paragraph 5 (of the
memo) and 3 (in the email) prior to March 29th 2016, in order for us to
continue to process your request. Otherwise we were going to close the
request as withdrawn. No fee agreement was ever received from you, the
requester, and we received a follow up on June 15th, 2016. At this point
the request had already been closed. We stated as such and you stated "I
requested it be resent so that I could agree to it, but it was not sent."
After reviewing this case you did state that but after the FOIA request was
closed. A fee agreement is simply an email from you stating what you are
willing to pay as a requester in the "all others" category for the
processing of your request. It is not an official document or form.

As this case has been officially closed, you are more than welcome to submit
a new request for the information. For your convenience, the USSOCOM FOIA

The initial request is considered a tentative agreement by most agencies, and regardless you were obligated to do a search for two hours and provide a hundred pages. A fee agreement is only required for you to continue beyond that, not to do the initial search that is statutorily required.

However, I have refiled as a member of the media and look forward to inundating your agency with requests from this day forward. =)
