FOIPAQUESTIONS@FBI.GOV is not the proper method for submitting appeals pertaining to FOIA requests.
You may file an appeal by writing to the Director, Office of Information Policy (OIP), United States Department of Justice, U.S. Department of Justice, Sixth Floor, 441 G Street, NW
Washington, DC 20001, or you may submit an appeal through OIP’s FOIAonline portal by creating an account on the following web site: https://foiaonline.gov/foiaonline/action/public/home. Your appeal must be postmarked or electronically transmitted within ninety (90) days from the date of the letter in order to be considered timely. If you submit your appeal by mail, both the letter and the envelope should be clearly marked “Freedom of Information Act Appeal.” Please cite the FOIPA Request Number assigned to your request so that it may be easily identified.
You may seek dispute resolution services by contacting the Office of Government Information Services (OGIS) at 877-684-6448, or by emailing ogis@nara.gov. Alternatively, you may contact the FBI’s FOIA Public Liaison by emailing foipaquestions@fbi.gov for dispute resolution services from the FBI. If you submit your dispute resolution correspondence by email, the subject heading should clearly state “Dispute Resolution Services,” and you should also cite the FOIPA Request Number assigned to your request. Your use of dispute resolution services does not toll the time limit to file a timely appeal with the Director, OIP, U.S. Department of Justice.

I didn't file an appeal. I sent you supplemental information.
Are you confused? Did you see the word "appeal"? I know for a fact that you didn't, as the email's body was preceded by "This is a follow up to a previous request" Do you need a copy of hooked on phonics? Would you like help reading words? I can help you spell it out if you need.
I'll say it again slowly for you since you clearly have comprehension difficulties:
I DID NOT FILE AN APPEAL, YOU HAVE NO RESPONDED TO THIS FOIA, I SENT YOU SUPPLEMENTAL INFORMATION SO YOU COULD LOCATE THE RECORDS MORE EASILY. Sorry to have confused you, you thickheaded excuses for civil servants.
Love, kisses and outrage,
Emma Best
From: Emma North-Best
What's your shipping address? I'll order you a copy of Hooked On Phonics and you can reduce the cost from your next improper attempt to charge me duplication costs. Your inability to process FOIAs in the time the law allows now makes a lot more sense! It's actually impressive that you manage to process any FOIA requests without the ability to read. Don't worry, though, Emma's got you. I'll teach you how to read and write words; that way you won't have to redact the long ones you don't understand anymore or rely on inaccurate form letters!

I'd love to! But you still haven't given me one. If you sent it the acknowledgment at all, you sent it to the wrong place.

"You received this FOIPA Request Number" – No, I didn't, because you didn't send it properly. You can see a complete listing of the communications for this request at https://www.muckrock.com/foi/united-states-of-america-10/shooting-sheriffs-saturday-78260/ – you may note the lack of acknowledgment (though again, your reading difficulties which led you to believe an explicitly labeled "follow-up" was an "appeal" may present difficulties here).
You can email the letter to this email address, as you should have done in the first place (you ridiculously and deliberately incompetent office of half-baked cats).
From: Federal Bureau of Investigation
Dear Ms. Best,
The letter was sent electronically in the form of an email and contained the referenced Dept MR Number. We can certainly send you a new copy.

And as indicated in my response, that's the wrong address. Send it to the address you are using to correspond with me here.
From: Federal Bureau of Investigation
There are eFOIA files available for you to download.
From: Emma North-Best
I am appealing the integrity of the search in its entirety, as the Bureau has previously confirmed its interest in the case and official emails from many of the police departments involved also not only confirmed this (see attached), but that the Bureau took all of their records on the matter. These emails are a matter of public record. The Bureau cannot possibly have conducted a search competently calculated to locate all potentially responsive records.

The Office of Information Policy has received your FOIA Appeal. Please see the attached acknowledgment letter.
From: Federal Bureau of Investigation
The Office of Information Policy has made its final determination on your FOIA Appeal Number A-2020-00064 . A copy of this determination is enclosed for your review, along with any enclosures, if applicable. Thank you.
