To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

Records relating to Sherman Kent (December 6, 1903 – March 11, 1986) who was a Yale University history professor who, during World War II and through 17 years of Cold War-era service in the Central Intelligence Agency, pioneered many of the methods of intelligence analysis. He is often described as "the father of intelligence analysis". Proof of death is not required as his death has been widely and extensively reported. http://www.nytimes.com/1986/03/15/obituaries/sherman-kent-82-ex-official-of-cia-and-yale-professor.html

Please conduct a search of the Central Records System, including but not limited to the Electronic Surveillance (ELSUR) Indices, the Microphone Surveillance (MISUR) Indices, the Physical Surveillance (FISUR) Indices, and the Technical Surveillance (TESUR) Indices, for both main-file records and cross-reference records at FBI Headquarters, all field offices and all resident agencies. I am explicitly requesting previously a search be performed for unreleased records. If some records may be released immediately while others require a review, I request a two-tiered release.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes. I am a member of the news media and request classification as such, as I have previously written articles which have been widely read about CIA and the intelligence community.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Michael Best

I am appealing the adequacy of the response, as only a cover page was provided. This cover page referenced background checks (which were attached to the cover page) which were not included, and includes no other records on this individual.
