Dear Ms. Lipton,

We received your request and will be sending you a letter regarding this
request. We have already processed and made available a large volume of
material for Sen. Baker. and his term as Chief of Staff. I have attached 3
finding guides for you. The first finding guide is for material that is
from the Howard Baker collection and the second is from all of the
collections in the White House Staff and Office files. These two finding
guides list folders that are currently available for research. The last
finding guide is a list of additional folders that will be included in your
FOIA request. You have asked for a waiver of the fees normally charged
researchers for providing them with copies of archival records. Historical
records at NARA are not governed by the FOIA fee and fee waiver provisions
in section 552(a)(4)(A)(vi). Accordingly, the Reagan Library does not
provide fee waivers for copying. The open material is available for
research in our research room and copies that are self-service are .25
cents per page. If you wish to have a mail order request that is digitized
the fee is .80 cents per page. As you can see this is a large amount of
material and you may want to use these finding guides to structure your
order. In addition you can look at the list of unprocessed material to see
if you wish to have all of that material processed. If you have any
additional questions please let me know. Again you will receive a formal
letter of acknowledgement in the near future.
