To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

Files labelled "Security Matter—X", "Security Matter X", "SMX", or "SM-X". This designation was allegedly used in the late 1940s and early 1950s for materials relating to UFO and related unknown phenomenon such as the 'Maury Island Incident', as well as L. Ron Hubbard and the Academy of Scientology such as in a memo to Mr. D. J. Parsons from A.K. Bowles dated September 20, 1957 as alleged in the transcribed document at http://ronvfbi.org/fbi119.htm

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Michael Best

From: Michael Best

I would like to appeal the denial of FOIPA #1341144-000 as no responsive records.

The records I described were not filed under "Security Matter X" and thus would not turn up in a search of central records for that term, rather this was a classification for various documents. I have provided details of some records that include these markings, including a specific letter from the FBI complete with the date, author and recipient. These records have been described and transcribed in publications. If they do not exist and the descriptions and transcriptions are fraudulent, specifically for the letter regarding L. Ron Hubbard and the Maury Island incident, I would specific confirmation of this as the forgery of federal documents and publishing false descriptions of them is newsworthy in and of itself.

Thank you.
