This is a request under the Freedom of Information Act. I hereby request the following records:
The final seating chart for President Donald Trump's remarks at CIA Headquarters in Langley, Virginia, on Jan. 21, 2017. If CIA did not produce or does not maintain a seating chart for this event, then I request any records CIA did produce or does maintain that describe or offer guidance for seating at the event.
I also request expedited processing. The records I am requesting relate to the ongoing presidential transition. They are urgently needed to inform the public about actual or perceived government activity — namely, allegations that President Trump filled his CIA speech with non-agency supporters. The news value of these records will be lost without expedited processing.
I am a full-time, professional reporter requesting these records as part of the newsgathering process. They will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by email attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

I'm writing to appeal CIA's "no responsive records" determination to FOIA request F-2017-01348. I am appealing the integrity of CIA's search for records.
On Feb. 3, 2017, I made a FOIA request to CIA for the following records: "The final seating chart for President Donald Trump's remarks at CIA Headquarters in Langley, Virginia, on Jan. 21, 2017. If CIA did not produce or does not maintain a seating chart for this event, then I request any records CIA did produce or does maintain that describe or offer guidance for seating at the event."
CIA acknowledged my request on April 20, 2017, and assigned it tracking number F-2017-01348.
On Aug. 6, 2018, CIA issued a final response to my request (attached here as a PDF) stating that it found no responsive records. I am writing you now because I believe CIA is in possession of responsive records and the agency's search was inadequate.
