This is a request under the Freedom of Information Act. I hereby request the following records:

I seek to obtain copies of material in the possession of the United States Department of State - whether it be physical hard-copy, electronic format or another applicable format - of correspondence between it and any Member of the Scottish Parliament, via Embassy of the United States London, or its Ambassador, dated 5 June 2013 through 31 December 2013.

I specifically seek copies of all correspondence, or other material, concerning disclosures by The Guardian, Der Spiegel, New York Times and other media outlets, exposing National Security Agency and Government Communications Headquarters mass surveillance.

I consider it useful if additional information or supplements be enclosed, as necessitated, to understand the context of the material provided, should it exist and be disclosed. I recognize that it is not a requirement nor is it obligated.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Dear Scott,

I'm the case manager assigned to your two FOIA requests. The appropriate bureau/office of the Department responsible for the information you requested, regarding any Member of the Scottish Parliament, via Embassy of the United States London, or its Ambassador, was tasked but wanted to know if the two could be combined.

The '01279' focuses on particular individuals within the Scottish Parliament, but it seem like your request was revised through '01280' to include any member of Scottish Parliament in the search. So, the bureau wanted to know if it was feasible for them to focus on the '01280' request, but still include the individuals mentioned in the '01279' request? I have attached both requests for your reference.
