Pursuant to the Freedom of Information Act, I hereby request the following records:

This public records request is with regard to the March 2014 water bid process and sale of 3,236 acre feet of water from the San Luis Reservoir which is part of the San Luis Unit Project (see attached San Luis Unit Project.pdf for reference). According to a March 2015 Newsletter from the Madera Irrigation District: "In March of 2014 the District marketed 3,236 AF of San Luis water and received approximately $6.7 million dollars through a transparent, public bid process." The newsletter is attached.

According to USBR.gov "The San Luis Unit is part of both the federal Central Valley Project and the California State Water Project. Authorized by the San Luis Act in June 1960 (Public Law 86-488), it is jointly operated by the Bureau of Reclamation and the California Department of Water Resources."

The 3,236 acre-feet of water may be CVP water and/or pre-1914 water. According to a SERIES 2016 financial document available via Google search:
"The District has recently been successful in marketing water that was a product of the San Joaquin River Restoration Program." The SERIES 2016 financial document indicates that the water was released from Friant Dam and recaptured and made available in San Luis Reservoir.

I am requesting:

1) Copies of the March 2014 bids including bids from Ray Flanders and Jim Jasper referenced in the attached July 19, 2014 news article.
2) A copy of email communications to and from federal employees and Mr. Thomas Greci, General Manager of the Madera Irrigation District during the time period of February and March 2014 via Mr. Greci's email address: tgreci@madera-id.org.
3) Documentation or flow accounting information dated in February or March 2014 documenting the the source, type or "color" of the 3,236 acre feet of water sold from the San Luis Reservoir by the Madera Irrigation District per the public bid process that is the subject of this public records request.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
