This is a request under the Freedom of Information Act. I hereby request the following records:

Any and all communications between the FAA (and representatives of the FAA) and Samsung Group (Samsung Electronics Co Lt.) (including representatives of Samsung). Please search for responsive records between August 19th 2016 and October 15th 2016.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Based on our review of your correspondence, we are asking that you identify an exact record you are seeking or identify a subject matter so that we can locate a record that would contain that information. Please be advised that in the FOIA the standard for determining whether a particular request is reasonable is if a professional agency employee familiar with the subject of the request could locate a responsive record(s) with reasonable effort. Your request does not identify a specific record being sought or a specific subject matter that could reasonably be contained in a record. Your request is worded as an "any and all" search for a very large universe of information.

The FOIA is a means by which a member of the public may seek specific records from the federal government and a FOIA request must "reasonably describe" the records being sought. The FOIA was not intended to reduce an agency to "investigators" on behalf of a requestor. Additionally, agencies are not required to conduct wide-ranging, "unreasonably burdensome" searches for records.

Please reformulate your "request" to identify a specific subject being sought for instance the Samsung battery issue on all Samsung Note7 devices. I am coordinating the response to your FOIA Request, 2017-001319, that was due today, Dec. 14. Some of the records requested under your FOIA Request were not prepared by the Government, and because FAA has a requirement to obtain any objections to disclosure from the submitter that provided the records, I will require an extension until Dec. 21, 2016. I expect to be able to complete the required coordination by that date. I apologize for the delay.
