This is a request under the Freedom of Information Act. I hereby request the following records:

All releasable intra-agency/interagency/external emails, planning documents, contract documents, and written correspondence pertaining the proposed $593 million sale of twelve A-29 Super Tucano aircraft, weapons, and associated support to the Federal Republic of Nigeria.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Please refer to the attached FOIA request submitted on August 11, 2017. We were advised that a more efficient search would be accomplished if you can describe a specific area of interest within the A-29 program. The A-29 program is a highly contentious agreement which is spread amongst multiple Federal Agencies. The request as written would require searching through many records and will generate tens of thousands of emails. Please let us know if you are willing to narrow the scope of your request. Please respond soonest, as we are working diligently to complete the processing of your case.

Dear Nusheen,

Thanks very much for your follow-up to my request and apologies for not responding sooner as I was traveling.

With regard to my FOIA request (17-F-1466), I am interested in records solely related to the sale of A-29s to Nigeria (not other recipient countries) - specifically dated between 1 July 2015 and 1 October 2017.

With regards to the scope, I am willing to narrow it to exclude email correspondence within DSCA (i.e. internal emails between DSCA employees that is not/not addressed or copied to recipients at other agencies or other elements within the Department of Defense).

I would also be willing narrow the scope to exclude email correspondence between DSCA addressees and the lead contractor (i.e. Sierra Nevada Corporation) that is not/not also addressed or copied to to recipients at other agencies or other elements within the Department of Defense.

Although narrow in scope, the potential volume of emails associated with this request--and the contentious nature of the interagency discussions--underscores the potential public interest in it.

Because a search has already been conducted for the initial information the office will be processing the added details as a new request. Additionally the tasked the component has requested that you narrow the scope of your request to enable them to look at a more narrow window of time.
