You requested access to three FBI case file numbers /serials: 161-HQ-12592,
62-HQ-109090 (serial 236), and 62-HQ-109717, identified by the FBI as
potentially responsive to your request for records relating to Robert
Carswell. Here are details on each:

- 161-HQ-12592 is a one-section headquarters case file, totaling an
estimated 90 pages. Robert Carswell is the subject of the file, which
covers a background security investigation conducted in March 1977.

This file requires screening for categories of information exempted from
disclosure under the terms of the FOIA, prior to public release. In
particular, there are documents that may be redacted to protect the
identities of confidential sources, including FBI informant codes and
informant file numbers.

Your request 161-HQ-12592 has been added to our first-tier processing
queue. FBI case files that do not exceed 500 pages are assigned to our
first-tier processing queue. Taking into consideration our existing
backlog, the estimated time required to complete the processing of your
request is approximately 20 months from the date of this letter.

- 62-HQ-109090 (serial 236) is open in full. You can access information
on how to order a copy of this document by searching for it in our Kennedy
Assassination Collection Database: https://www.archives.gov/research/jfk/
search.html. Type 124-10085-10084 (that is the record number for
62-109090-236) into the box next to "Enter terms:", then click the Submit
Search button. You will see "Hits Retrieved: 1". Click the "Display Search
Results" button. On the Kennedy Assassination Collection Brief Results page
you will see a button entitled "Viewing/Ordering Information". That will
provide the information you need to order a copy of the serial. Searching
for record number 124-10092-10143 will lead you to the bulky enclosure for
serial 236. You can follow the same instructions for ordering that document.

- Please search the Kennedy Assassination Collection Database (
https://www.archives.gov/research/jfk/search.html
<https://www.archives.gov/research/jfk/search.html>) for information on
the serials we have from 62-HQ-109717. In the search terms, enter 62-109717.

to review your request and reconsider its decision. If you submit your
appeal by regular mail, it should be addressed to the Deputy Archivist of
the United States (ND), National Archives and Records Administration, 8601
