From: USSOCOM FOIA

Dear Mr. Mackie

We have received your Freedom of Information Act (FOIA) request below and have assigned it USSOCOM FOIA 2016-257. Please refer to this number should you have any questions concerning your request.

Your request is being processed in accordance with procedural requirements promulgated in Department of Defense (DoD) Regulation 5400.7-R which is available on the Internet at: http://www.defenselink.mil/pubs/foi/. The actual processing time will depend upon its complexity, whether it involves sensitive records, voluminous records, extensive searches, consultation among DoD components or other agencies, and our administrative workload.

We have placed you in the "All Others" category for fee purposes, which means you are obligated to pay for all search time beyond two hours and duplication costs after the first 100 pages. We will attempt to provide the final response electronically or by CD as you requested, which would eliminate any reproduction fees.

The USSOCOM FOIA Office has a substantial number of pending FOIA cases, therefore, we process requests in a multi-track processing system based on the date of receipt and the amount of work and time involved in processing each request. We estimate the time for completion to be approximately 6-9 months; it could be more or less. If you wish to discuss this or have any other questions or concerns, please contact this office at FOIA@socom.mil
Best Regards,
USSOCOM FOIA Team

From: USSOCOM FOIA

Mr. Mackie,

Upon review of your Freedom of Information Act (FOIA) request 2016-257, submitted to U.S. Special Operations Command (USSOCOM), it has been determined that your request (copied below) is extremely broad and would encompass an extensive search and review process involving voluminous records. In addition, an exorbitant amount of time would be required for processing and would be considered extremely burdensome. In order for a reasonable search to be conducted, please consider narrowing the scope of your request into specific categories and/or specific documents and clarify exactly what information you are seeking.

Please advise this office regarding narrowing the scope of your request by December 30, 2016, in order for us to continue processing your request; otherwise, we will consider your request withdrawn and closed. If you have any questions, please contact the USSOCOM FOIA Team at FOIA@socom.mil.
Regards,

USSOCOM FOIA Team

(FOIA) request 2016-257

Narrowing of request:

Correspondence between any SOCOM employees/anyone under SOCOM directive who corresponded with the Taliban, Al-Queda, and (other various organizations labeled as Foreign Terrorist Organizations by the state department) involved in the Robert Bergdahl prisoner trade/swap, any copies of any investigations conducted by the agency involving the prisoner trade/swap, and any reports by any SOCOM employees or anyone under SOCOM directive that were involved in the mission shown in this video - Please exclude reports from people who were not on the helicopter shown in the video and only include people who were on the helicopter. (https://www.youtube.com/watch?v=Mr49TsLSnnk).

This narrowing of the request shouldn't be too broad as a similar request for records wasn't too broad. See here: https://www.muckrock.com/foi/united-states-of-america-10/richard-engel-records-21813/#comms
