This is a request under the Freedom of Information Act. I hereby request the following records:
RM-9 Law Enforcement Manual, 2010 edition.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Dear Mr. Smathers,
I wanted to update you on the status of your request. The proposed-release
version of the May 2009 edition of RM-9, which is the currently approved
version, was sent to the Visitor and Resource Protection (VRP) division for
their review and approval on November 29. However, I have not yet heard
anything back from them. I do know they have been busy working on
finalizing an updated version of RM-9, which I understand they want to have
finalized by April of 2011, as well as dealing with the unexpected absence
of one of the staff members who would normally have the responsibility for
reviewing materials such as this for release. Also many individuals have
been on vacation due to the Thanksgiving and Christmas holidays.
However, I have sent them a message asking them to update me on their
progress in reviewing the 400 some pages of materials and I will let you
know what I hear back.
I also noticed that your request asked specifically for the "2010 edition".
However, there is not a 2010 edition, there is only the currently approved
version which was issued in 2009. So now I am wondering if you meant the
version we are using in 2010 or if you were asking for a version you
thought had been released in 2010. Can you please let me know?

Thank you for the clarification. I'm still waiting to hear back from the
folks in the office who have final review authority for the manual, as
portions of it have to be redacted because their release could facilitate
circumvention of the law. I did a first take with proposed redactions and
sent it to them on November 29, but have not heard back. I have sent them
a note requesting a status on the review and will keep you posted on what I
hear. I also have it on my list of items to escalate to my boss, who has
the added advantage of being in Washington, D.C. and thus can physically
walk over to their offices and talk to them face to face.

I just wanted to provide you with an update on your request. The document
is undergoing a final review by the LE staff in Washington and the regions.
They have until C.O.B. today to get any additional items in they feel
should be protected. If I don't hear anything further I should be able to
get it posted on our Frequently Requested Documents page on the FOIA site
tomorrow or Tuesday of next week, as we are closed on Monday.

A public version of RM-9 the NPS Law Enforcement Reference Manual has been
posted on our FOIA website, on the frequently requested documents page. It
will take a while for the server to update the "live" version that is on
the web, with the appropriate link, but in the meantime you can access the
