This is a request under the Freedom of Information Act. I hereby request the following records:

A copy of all responses sent to Congressional committees between Jan.1, 2008 and the date that this request is processed. These communications are stored together and should be easily accessible.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Dear Mr. Morisy:

This is in response to your June 4 Freedom of Information Act (FOIA) request for records of Postal Service Office of Inspector General (USPS-OIG) communications to congressional committees from 2008 to present.

I am granting your request for a fee waiver. I am assembling files responsive to your request and am making an interim disclosure today, via email as you requested. The 8 files I am releasing today were created during the late 2008 through late 2010 time period. Two of the 8 files are released in full; 6 have redactions.

I attempted wherever possible to segregate releasable information to maximize disclosure. I applied exemptions b(6) (protect information the release of which would constitute an unwarranted invasion of personal privacy), and b(7)(C) (to personal and other information collected for law enforcement purposes, the release of which would constitute an unwarranted invasion of personal privacy). I applied exemption b(2) to internal, relatively trivial information including email addresses and phone numbers.

Among the released documents is a previously released report of investigation pertaining to the GSA. Although the redacted version had been released previously, I attached a copy of it for your convenience. I made no new redactions to it; I note the previous redactions were made consistent with the explanations of exemptions 6 and 7(C), above. In addition, redactions in the report were made to protect from release predecisional or inter- and intra-agency communications.

I will be releasing additional batches of files over the next several weeks.


If you are not satisfied with my action on this response to your request, you may administratively appeal this partial denial by writing to the attention of Gladis Griffith, Deputy General Counsel, Office of Inspector General, 1735 N. Lynn Street, Arlington, VA 22209-2020, within 30 days of the date of this letter. Include a copy of your initial request and this response, as well as your reasons and arguments supporting disclosure of the information. Mark both the letter and the envelope “Freedom of Information Act Appeal.”

We are working on your request. I found I was not satisfied with the original search and went back to the drawing board to make sure we're reviewing everything responsive. In addition, we are reviewing some complex and large data sets for potential for release. Current goal is to complete this work by January.
