This is a request under the Freedom of Information Act. I hereby request the following records:
A copy of all responses sent to Congressional committees between Jan.1, 2008 and the date that this request is processed. These communications are stored together and should be easily accessible.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Information Act (FOIA) dated and received by the Federal Election
Commission?s (FEC) FOIA Requester Service Center on May 6, 2013.
Specifically you requested:
A copy of all responses sent to Congressional committees between Jan. 1,
2008 and the date that this request is processed.
The FEC is continuing to process your request. However, in accordance
with 5 U.S.C. § 552(a)(6)(B)(i), we are extending the processing period to
respond to your request by an additional ten (10) working days to June 19,
2013. This time is necessary to search for and collect the requested
records from other establishments that are separate from the office
processing the request. See 5 U.S.C. § 552(a)(6)(B)(iii)(I).

This is in response to your requests for information under the Freedom of
Information Act (FOIA) dated and received by the Federal Election
Commission?s (FEC) FOIA Requester Service Center on May 6, 2013.
Specifically you requested:
A copy of all responses sent to Congressional committees between Jan. 1,
2008 and the date that this request is processed.
Attached are documents responsive to your request, provided in their
entirety. The FEC is continuing to process your request. We anticipate
that the documents provided in future releases may have information
redacted pursuant to FOIA Exemptions 3(A), 4, 5, and 7(E). Exemption 3(A)
protects from disclosure information that is specifically exempted from
disclosure by statute. 5 U.S.C. § 552(b)(3)(A). Exemption 4 protects
from disclosure commercial or financial information obtained from a person
that is privileged or confidential. 5 U.S.C. § 552(b)(4). Exemption 5
protects from disclosure attorney work-product as well as information
subject to the deliberative process and attorney-client privileges. 5
U.S.C. § 552(b)(5). Exemption 7(E) protects from disclosure records or
information compiled for law enforcement purposes that if released would
disclose techniques and procedures for law enforcement investigations or
prosecutions, or would disclose guidelines for law enforcement
investigations or prosecutions if such disclosure could reasonably be
expected to risk circumvention of the law.
Upon the agency?s final production of records, you will receive a final
agency decision letter regarding your request. In the final decision
letter, we will provide you with a list of all FOIA exemptions, if any,
that have been applied to the records released and to any responsive
records withheld in their entirety. Additionally, we will provide an
approximate page count for any documents withheld in their entirety.
You may appeal any adverse FOIA determination. Any such appeal must be
filed in writing and should follow the guidelines set forth in 11 C.F.R. §
4.8. If you have any questions, you may contact the FOIA Service Center

responsive documents. Included with this letter are the remaining
documents responsive to your request. In these documents, we have
redacted information that was a part of the deliberative process, and is
therefore exempt from disclosure under FOIA Exemption 5. 5 U.S.C. §
552(b)(5). We have also redacted under FOIA Exemption 7(E) law
enforcement information that if released would disclose techniques and
procedures for law enforcement investigations or prosecutions, or would
disclose guidelines for law enforcement investigations or prosecutions
that could reasonably be expected to risk circumvention of the law. 5
U.S.C. § 552(b)(7)(E). We have also withheld 706 pages of responsive
documents in their entirety pursuant to Exemptions 5 and 7(E). In our June
19, 2013, letter we indicated that we may redact or withhold information
pursuant to FOIA Exemptions 3(A), 4, 5, and 7(E). After completing our
review, we determined that the only applicable FOIA Exemptions are
Exemptions 5 and 7(E). Accordingly, your request has been granted in
part.
The attachment titled ?FOIA 2013-46 Response II? contains
attachments to the Commission?s July 29, 2011, response to the Committee
on House Administration. The Commission?s cover letter and written
responses to the Committee?s questions were provided to you in our June
19, 2013 response. The PDF titled ?FOIA 2013-46 Response III? contains
correspondence between the FEC?s General Counsel and staff members of the
Committee on House Administration concerning the public disclosure of
certain internal Commission documents. The Commission subsequently made
these documents available on its website. Please refer to the following
