Pursuant to the Freedom of Information Act, I hereby request the following records:

All records pertaining to JEAN-LUC BRUNEL, a deceased individual known to be associated with US Marshals target Jeffrey Epstein, as well as a foreign fugitive in his own right. BRUNEL was noted as under investigation by French National Police beginning in 2019; he was subsequently noted as absconding from justice until French National Police made an arrest in 2020.

The following information is known about Mr. Brunel, and furnished for the sake of locating and separating records:

Full name: Jean-Luc Brunel
Nationality: French
Month and year of birth: August 1946 (precise date unknown)
Date of Death: February 19, 2022
Known U.S. states of residence: Florida; New York

US Marshals Service systems of records of interest include (but are not limited to) the Internal Affairs System; U.S. Marshals Service Prisoner Processing and Population Management-Prisoner Tracking System; Warrant Information Network (WIN); Witness Security Files Information System; and Inappropriate Communications- Threat Information System.

Attached, please find a PDF that states the captioned subject is deceased. I cite this to assert the following:

* The agency's release of records serves the public interest
* The public interest outweighs the deceased person's diminished privacy interest; the agency should not deny citing either Privacy Act or privacy-related exemption to FOIA (Exemption 6);
* The captioned subject's death ends any possibility of prosecution; the agency cannot reasonably deny the request citing law enforcement-related FOIA exemptions such as 7(A), 7(B), and 7(C);
* Remaining valid exemptions to FOIA do not reasonably support a denial; they may be addressed through redactions, which are themselves subject to appeal.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
