Pursuant to the Freedom of Information Act, I hereby request the following records:

The report "The KGB's First Chief Directorate: Structure, Functions, and Methods" was issued in November, 1990, by the Office of the Director of Central Intelligence. It was referenced by the U.S. government on pg. 65 of an affidavit filed in the Eastern District of Virginia against former FBI official Robert Philip Hanssen, who sold this report to the Russian government, which still has it in their possession. I would also like a copy of this report. This is an important historical document concerning what exactly the U.S. knew about an organization that was a serious threat to the United States and remains a threat to the United States, although now under a different name. If there are any fees associated with this request I would like them waived because this is important information for the public information that will not be used for commercial purposes. Furthermore release of this information will not compromise U.S. security since the object of the report, the First Chief Directorate of the KGB, now the Foreign Intelligence Service (SVR) of the FSB (Federal Security Service) of the Russian Federation *already has a copy of the report.*

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
