Pursuant to the Freedom of Information Act, I hereby request the following records:
The report "The FBI's Double Agent Program" was issued by the Federal Bureau of Investigation (FBI). It was referenced by the U.S. government on pg. 38 of an affidavit filed in the Eastern District of Virginia against former FBI official Robert Philip Hanssen, who sold this report to the Russian government on March 28, 1988, which still has it in their possession. I would also like a copy of this report. This is an important historical document. If there are any fees associated with this request I would like them waived because this is important information for the public information that will not be used for commercial purposes. Furthermore release of this information will not compromise U.S. security since the report was transmitted to the First Chief Directorate of the KGB, now the Foreign Intelligence Service (SVR) of the FSB (Federal Security Service) of the Russian Federation which *still has a copy of the report.*
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
