This is a request for a mandatory declassification review (MDR), under the terms of section 3.5 of E.O. 13526, for the following:
Any classified materials that accompanied the annual report of the President to Congress pursuant to 21 U.S.C. 1504, "Development and Submission of National Drug Control Strategy."
This law requires the President to submit to the Congress a National Drug Control Strategy in an unclassified manner, but also states, "Any part of such strategy that involves information properly classified under criteria established by an Executive order shall be presented to the Congress separately." Upon information and belief, this material may be referred to as a "classified annex" to the otherwise public report, and it may be specifically sent to the intelligence committees of the House and Senate.
As best as I can determine, the dates President Clinton transmitted a National Drug Control Strategy to Congress were:
February 9, 1994
February 8, 1995
April 29, 1996
March 3, 1997
March 3, 1998
February 15, 1999
February 2000
January 2001
I request the release of all reasonably segregable material.

Unfortunately, I am not able to give you a reliable estimate as to when the
documents responsive to your request will be released. The archivists at
the Clinton Library have very limited declassification authority.
Documents must be sent to the agency/agencies who have equity in those
documents for declassification. Once the declassification process is
complete, they must also be notified to the former and incumbent President.
