From: Christopher Aragao

To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

I would like an extract of all in-service deaths documented in the Defense Casualty Information Processing System (DCIPS). I request the following fields:

-Last Name
-First Name
-Middle Name
-Branch of Service
-Component
-Rank
-Grade
-Duty Status
-Personnel Type
-Date/Time of Incident
-Age
-Gender
-Home of Record City
-Home of Record County
-Home of Record State
-Military Unit of Assignment (Name, not Unit Identification Code)
-Incident City
-Incident Country
-LAT/LONG
-Casualty Type
-Casualty Category
-War Conflict

I request that the request be provided in comma-separated value files (CSV) instead of PDFs. I intend to use this data to improve service delivery for veterans and thus request waivers of any associated fees upfront. I also request that any responses be published publicly in a FOA Reading Room if one is available.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Christopher Aragao

Mr. Aragao,

In further reference, my leadership informed me DCIPS are under the purview of
DMDC, and they have since changed location from Boyers, PA. I referred the
request to the contact information we had on file and received a response from
the office that they are not the release authority. I will conduct some
research into who has purview over DMDC's records and get back with you. I
deleted our SAFE Drop-off.

Thank you!

Good Afternoon,

Thank you so much for your assistance on this request. Unfortunately, we are unable to access the DOD SAFE site due to the decryption code that we do not currently have. Can you please advise?

Thank You,

MuckRock Staff

From: Defense Manpower Data Center

Good morning,

If you are referring to the codes required to access the file, when accessing
the link provided by DoD SAFE, you should see a page that requires a Claim ID
and Passcode. After entering those, you should be able to access the file
which will require a passphrase.

Claim ID: bAcqa3VDKBraVgk7

Passcode: mXGA6uTHwFjJVgPj

Passphrase: 86FOIA-Boyers

If you are unable to access the system, please let me know and I will provide
our response unencrypted. Also, I will be out of the office this afternoon and
Friday, but will be able to assist on Monday.

Thank you!

Good Morning,

At your earliest convenience, please provide the OSD/JS FOIA Case #, so we can
locate the case and forward it the assigned Action Officer who will provide an
update. In any future follow-ups or status updates, please always provide the
case #.

The DODSafe link below is from DCSA FOIA and you would need to send their
office an additional email and request a new DODSafe drop-off if you are still
unable to open the files. It may be due to the DODSafe link being expired or
the second passphrase not being sent in a separate email.

If you have any questions, let our office know and we will respond
accordingly. Thank you, have a wonderful day.
