To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

A copy of a 1995 report by the Central Intelligence Agency regarding corruption by Russian Prime Minister Viktor Chernomyrdin (April 9, 1938 – November 3, 2010) as well as any accompanying correspondence discussing the report's reception by the intended recipients in the White House.

Chernomyrdin was widely reported deceased as in 2010; a PDF of a NY Times report of his death is attached. Privacy concerns for Chernomyrdin under FOIA exemption 6 and 7 and the Privacy Act are moot.

In addition, an article discussing the report is provided for context that may be useful to locate the record.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

T. McElwee
