This is a request under the Freedom of Information Act 5 U.S.C. § 552. I hereby request the following records:

A copy of the document, "A Study for Development of Improved Interrogation Techniques," written by Albert D. Biderman for the Department of the Air Force in March 1959.

The corporate author of the paper was the Bureau of Social Science Research Inc., Washington, DC. The contract number under which the paper was written for the Air Force (who was the "Controlling Agency") was Contract AS 18 (600) 1797. The study number was Study SR 177-D (U). At the time of its publication it was classified "Secret".

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not. If not all of the document can be declassified, I ask that you release any and all portions that are segregable from what is withheld.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Dear Mr. Webb,

I wanted to follow up on the following Freedom of Information request, copied below, and originally submitted on Nov. 8, 2013. On Nov. 18, you had sent me a reply with an instruction to "see attachment." There was no attachment, and on Nov. 18, MuckRock News sent a message indicating that fact and asking you to resent. Since that time, there has been nothing from your office. I ask that the attachment please be resent, or to let me know if further clarification is needed.
