Pursuant to the Freedom of Information Act, I hereby request the following records:

All Coast Guard records mentioning or describing Sea Launch, formerly a multi-national corporation and now a majority Russian-owned company, which operated vessels in the area of Port of Long Beach, California. The appropriate time scope for search is from 1995 to the present.

For purposes of locating such records, this is a list of pertinent vessels with identifiers (both flagged in Liberia):

Special Vessel "ODYSSEY" (IMO: 8753196; Call Sign: ELTA7);
Special Vessel "SEA LAUNCH COMMANDER" (IMO: 9133812; Call Sign: ELUH7)

...and this is a list of relevant corporate entities:

Cayman Islands incorporated Sea Launch S.A. ;
Norwegian companies Kvaerner Govan Ltd (dba. "Kvaerner") and Aker Solutions ASA (dba. "Aker");
Russian companies S. P. Korolev Rocket and Space Corporation Energia (dba. "Energia") and S7 Group (dba. "S7 Space");
Ukrainian companies PA Yuzhmash (dba. "Yuzhmash") and Yuzhnoye Design Office (dba. "Yuzhnoye");
and U.S. company Boeing Commercial Space Company.

If any potentially responsive records have been destroyed and/or transferred to NARA, then I request copies of the destruction or transfer slips as well as any other documentation relating to, mentioning or describing said transfer or destruction, to include but not be limited to confirmation that the Coast Guard has no other copies of said records.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

On May 15, 2020, I submitted the attached request ("Freedom of Information Act Request: Records: Sea Launch") to the US Coast Guard via the FOIA Portal under the Freedom of Information Act.

To date, I have received no acknowledgement of my request and it has not been given a final determination, nor have I been furnished an estimated completion date, nor have I even received a Request Number.

As twenty working days have elapsed without a substantive determination, I am appealing the constructive denial of my request, and asking for a determination that the agency must respond to my request, providing the documents or outlining reasons that they are exempt.

This acknowledges receipt of your Freedom of Information Act (FOIA) request to the U.S. Coast Guard (USCG), dated May 9, 2020. Your request was received in this office on August 4, 2020. Unfortunately, your initial correspondence was not found in our email system.
