As noted in the original request, Mr. Hernandez is deceased. Please also note that your office may not categorically refuse to search because some records sought as exempt and that the agency must balance privacy interests of persons affected by disclosure against public interest in disclosure. See Favish v. NARA, 129 S. Ct. 1570, 1580 (2004) In addition, please find ICE's death notification attached.
