This is a request under the Freedom of Information Act. I hereby request the following records:

(1) All reports, emails, or other records related to the claim that detainees in the Detention Facility in Parwan were "using library books to pass notes and messages." These reports were mentioned in the "Executive Summary of Findings and Recommendations, Army Regulation (AR) 15-6 Investigation (Allegation that US Service Members Improperly Disposed of Islamic Religious Materials)".

(2) In the same aforementioned Executive Summary, it is stated that "a later joint inventory of the remaining books on 26 February 2012 yielded a total of 1,652 books, including 328 Qur'ans. Pictures of the books were taken on 5 March 2012 for further evidentiary use." I therefore request all pictures that were taken on 5 March 2012 of the books belonging to the library in the Detention Facility in Parwan. I also seek a copy of the inventory of the 1,652 books, including the titles of the books and any other material that might have been included in the original inventory.

(3) Lastly, I seek all emails sent/received between the U.S. Central Command and the Government of the Islamic Republic of Afghanistan (GoIRA) (esp. the Ministry of Interior) after February 2012 that relate to the remaining books that were recovered from the library.

(4) All DFIP Standard Operating Procedures issued after February 2012.

I am an academic, currently affiliated with the Harvard Law School as well as the University of Massachusetts-Amherst. As such, I ask that all fees be waived for this request, given that this request is being made for exclusively educational purposes. I intend to make all requested documents tied to this request available to the general public and also plan to incorporate them into my academic work on military detainee libraries.

In the event that there are fees, (though I do not expect them given my status as an academic researcher/graduate student), I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Mr. Johnson,

Unfortunately, one of the folders in the disk that you sent was substantially damaged, and I was unable to open it from the start. So, regrettably, I am going to need to ask you to resend the FOIA docs in their entirety, as I was unable to get access all of the images that were included on the two discs. I tried using multiple different computers to open the disc and can only assume that the folder was damaged from the start.
