Pursuant to the Freedom of Information Act, I hereby request the following records:

All US DOT Office of Inspector General investigative records and/or organizational records generated as part of Operation Red Daisy (sometimes abbreviated "Red Daisy.") Operation Red Daisy was a multi-agency task force investigation of fraud in motor fuel excise tax (MFET) collection using the "daisy-chain" technique. The task force, its investigation and resulting prosecution of targets appears to have taken place over the years of 1992 to 2000 (years being inclusive and approximate), and was active across the states of New York, New Jersey, Pennsylvania and possibly Florida.

Please search the Investigative Record System for both main-file records and cross-reference records for all relevant names, individuals, agencies and companies pertinent to Operation Red Daisy investigation and its task force.

"Investigative records" include those containing complaints and allegations, witness statements; transcripts of electronic monitoring; subpoenas and legal opinions and advice; reports of investigation; reports of criminal, civil, and administrative actions taken as a result of the investigation; property receipts establishing chain of custody of evidence; and any other relevant evidence collected as part of Operation Red Daisy.

"Organizational records" include any record of the OIG's interaction with other agencies in the Operation Red Daisy task force. This should include any executed or draft memorandum of understanding authorizing the OIG to share share data, personnel and/or resources, as well as any directive of policy instruction extending the OIG's participation or terminating it.

As they are already widely available via the web, please exclude Semi-Annual Reports to the Congress.

If any potentially responsive records have been destroyed and/or transferred to NARA, then I request copies of the destruction or transfer slips as well as any other documentation relating to, mentioning or describing said transfer or destruction, to include but not be limited to confirmation that the OIG has no other copies of said records.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
