Pursuant to the provisions of Executive Order 12958 and Executive Order 13292, I hereby request Mandatory Declassification Review (MDR) of the Radio-Signal Notations (RASIN) manuals.

I am making this request as a member of the news media and request classification as such. I have previously written widely read articles about the intelligence community. The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

I request that fees be waived, as I believe any disclosure of this nature will improve the public understanding of the government's operations and help restore faith in legitimate transparency of SIGINT materials following the Snowden disclosures. While much of the material may not be suitable for release, undoubtedly some will be due to describing things only in a general way or being outdated.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
