To Whom It May Concern:
1) This is a FOIA Request
This is a request under the Freedom of Information Act. Pursuant to the Freedom of Information Act, I hereby request copies of the following records:
At least 20 color photographs of Plutonium Tetrafluoride (PuF4) in which the pinkish/reddish color of PuF4 (sometimes referred to as “pink cake”) is clearly visible. Please include the date and location of when and where such pictures were taken when available. You may restrict your search to, when relevant, records produced or held by the Hanford Site, Hanford Project, Hanford Engineer Works, Hanford Nuclear Reservation, Pacific Northwest Laboratory, Pacific Northwest National Laboratory, Richland Office of DOE, and their predecessor or successor agencies.
As the FOIA requires, please release all reasonably segregable nonexempt portions of documents.
2) Fees and Fee Status
I am a PhD student at the University of New Mexico and the information requested is for academic and public education purposes, including my PhD dissertation project, and not primarily for commercial use. Furthermore, I will make responsive records available to the public via my academic publications and presentations as well as on social media and my blog. Please note that you can access my UNM student profile page at the following url: https://anthropology.unm.edu/people/grad-students/profile/martin-pfeiffer.html.
Therefore, as per Sack v. DOD (2016) I qualify for educational institution fee status and ask that you process my request accordingly. In your response please confirm that you will be processing my request under the educational institution fee status. I agree to pay fees up to $30 without additional notice. In the event that there are fees exceeding $30 then please inform me of the total charges in advance of fulfilling my request.
3) Record Delivery and Communications
I hereby request that all records generated by this request be delivered in electronic format via email or, if that is not possible, on CD-ROM if available. If you have any questions or information regarding this request then please do not hesitate to contact me. Please provide an email address through which I can contact you to discuss this request. You may, and I request that you do so, engage in rolling release of responsive documents.
I look forward to receiving your response within the twenty day statutory period. Thank you for your anticipated cooperation and time in this matter.
Regards,
Martin Pfeiffer

Good afternoon Mr. Pfeiffer,
I have been advised that our Richland Office received this same request from you a few weeks ago and are processing it under the following control number: FOI 2019-00371. Is there any reason you resubmitted it?

Chris Morris
FOIA Officer
Department of Energy
From: Martin Pfeiffer
Hi Mr. Morris,
Thank you for your response.
I resubmitted the request because I did not receive an acknowledgment letter of said request notifying me that it was received and of the assignment of a Control Number. As I had submitted my original request using the online form, and as it was during the government shutdown, and as I received no notification that the request was received and being processed, I thought perhaps it had fallen through the cracks.
I appreciate you letting me know that my original request was in fact received and is in fact being processed.
May I please request that further communications and the release of responsive records for FOI 2019-00371 happen through this channel of communication?
May I also please request that I be sent a digital acknowledgment letter for FOI 2019-00371?
Will you be the point person for FOI 2019-00371 or is it someone else?
Thank you for your attention and work on this matter.
Regards,
