This is a request under the Freedom of Information Act. I hereby request the following records:

Absolutely any and all policies, procedures, directives, working papers, or other materials regarding the submission of comments related to rule making.

Please include all materials related to the handling of submissions by false parties, including the procedures for recording and responding to them, forthcoming changes to the public comment system, and any internal investigations related to the use of the public comment system.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

As you may know, the system used to submit comments is administered by the U.S. Environmental Protection Agency (EPA), which has served as the managing partner of the eRulemaking Program. EPA established a Program Management Office (PMO) to oversee the system development, maintenance, and collaboration of agency partners. It is likely that the EPA would maintain the records that are of interest to you. +
