Mr. Best,

This is the final response to your attached February 19, 2016 Freedom of Information Act (FOIA) request, which was received in this office and assigned FOIA case number 16-F-0595. We ask that you use this number when referring to your request in this office.

However, please note that your request was misdirected to this office for processing. Please be aware that this FOIA office only processes requests for the Office of the Secretary of Defense (OSD) and the Joint Staff (JS). There is no central FOIA processing point for records for the entire Department of Defense (DoD); instead, processing is decentralized and delegated to those officials of the Military Services, various DoD components, and federal agencies that generate and/or maintain the records being sought. Due to the age of the requested information, the National Archives and Records Administration (NARA), which operates its own FOIA office, would have cognizance over the information you have requested. You may request these records, if they exist, directly from the NARA FOIA Office. Contact information and instructions on how to submit your request to NARA can be found on their website at: https://www.archives.gov/foia/foia-guide.html#where. This action closes your reques
t with this office, and there are no assessable fees associated with this response.

V/r,

Aaron Graves
