This is a request under the Freedom of Information Act. I hereby request the following records:
A copy of the processing schedule, ordering, and other written guidance and policy on the public release of the following NSA generated newsletters:
Dragonseeds, Keyword, QRL, and Command
This process was referenced in FOIA request #70252 in a response to another FOIA request from John Young:

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

We are in receipt of your Freedom of Information Act (FOIA) request submitted via MuckRock.com on or about 9 Apr 2013 for "processing schedule, ordering and other written guidance and policy on the public release of... Dragonseeds, Keyword, QRL, and Command." Your request was received in the NSA/CSS FOIA Office today, 10 April 2013, and has been assigned Case Number 70379.
We are uncertain of the specific records you seek. You have cited a previous FOIA Case (70252) from cryoptome.org that references a "process". In order for the NSA/CSS to conduct a reasonable search, it is best if you are able to:
- Explain what you mean by a "processing schedule" or what information you anticipate would be included on such a document.
- Explain what you mean by a "ordering" or what information you anticipate would be included on such a document.
- Explain what you mean by a "written policy and guidance on the public release" of the above-noted NSA magazines, or what information you anticipate would be included on such a document.
- Explain the "process" referenced in FOIA 70252.
Department of Defense (DoD) Regulation 5400.7-R states that the requester must provide a description of the desired record so that the Government is able to locate the record with a reasonable amount of effort. More detail is required for us to determine the appropriate files to search to find the material your request. In accordance with DoD regulation, processing of your request is being held in abeyance pending a response from you within 30 days of this email. If we have not heard from you within 30 days, we will assume you are no longer interested in pursuing this request, and Case Number 70380 will be administratively closed.
